Second Republic Electoral Machinery
The concept of a Second Republic in the first century of the 3rd millennium is revolutionary. It’s conception is made possible not by guns and bullets as in other revolutions, but by the internet- the properties that allow the transmission of written words, pictures, illustrations, graphics, voice, all of which presents our personalities and our convictions to others . You Tube and Facebook are social media sites that are shrinking the world and reducing the distance between the world’s peoples. Inevitably we are sure to discover that we have much more in common with each other and more to gain in cooperating with each other than we do in permitting cultural and geographical differences to keep us apart. It is the philosophy of the Brotherhood of Man.
Forces opposed to this philosophy have always been at work in the world seeking to enslave one people in the service of another. The art and science of war has been mans’ preoccupation, because it has always been a temptation for nations to avoid the hard labor of producing their bread by conquering a neighboring people, and putting them to work doing it. For millennia nothing has changed this, except the scale and costs of bringing it about.
However, with the end of World War II, it became obvious to all men everywhere that the methods of conquest and enslavement had to change. Nuclear weapons employed in any conflict could quickly escalate into annihilation of both sides and that of course would sink human existence into a new dark age. Also with the eradication of some communicable and childhood diseases, populations began to grow so rapidly that physical room on the surface of the earth began to be a serious concern. Add technological improvements in communications and media and the combination of these three factors produce opportunity as well as urgency to bring about a New World Order that would control all human and material resources as well as eliminate any possibility that the independent and radical actions of a rogue state could end life on earth.
The problem of One World government has always been timing. Men have always dreamed of ruling the entire world but because of the absence of technology and communications they have had to settle for the “known world” or maybe just a continent. But this did not stop men like Alexander the Great and Caesar and Hitler from believing that one day, one race of superior men would rule the entire world and that life would be good for them as a result.
In our day, a shadowy largely unknown group of rich and powerful people whose family machinations through generations have helped to establish the climate for almost every war and crisis for over 100 years, is now urgent to bring about world government in their time. Their Global System can only be understood as a War System * which requires a permanent state of war to exist in order to function because it depends on massive war spending. It needs to periodically destroy huge amounts of wealth on a huge scale in order to later be able to invest trillions in “reconstruction efforts.” It also requires continuous “technological obsolescence” which need not be contrived for man is always striving anyway and material destroyed produces the opportunity to reconstruct something better (“*War System” is described in detail in the Hudson Institute’s 1967 “Inquiry into the Desirability of World Peace” (also known as The Iron Mountain Report)
To do this, they have acquired the power to control the monetary system of the world so that they can create poverty, famine and war at will while at the same time, through their media and educational institutions, they hide their intent and the perpetrators. Their goal in short is to create sufficient instability, fear and pain among the world’s peoples so that everyone will abandon hope that there could be a Brotherhood of Man, and cry out for a dictatorship of world proportions. Time is short. The “Predator Collectivists” know it, and some of us, the designated surfs in their plan, know it too.
Under the present educational, financial and monetary system, they have all the power, but things are changing. The advances in communication such as the internet, and the ability to build programming, which anyone with a computer can use, has make it possible for the majority, who are too insignificant to even be known by the “Predator Collectivists” to join together and oppose their bid to establish a One World Government .
The Brotherhood of Man, may not be dead after all .
The New World Order’s goals have been admirably enumerated by academics and authors world wide. However, a significant number of the world’s population , far greater in number than the power elite, are becoming aware of their plans and are prepared to participate in a revolution that will involve no guns and bombs – only the hearts and minds of men of good will .They need only an internet meeting place and governing protocols under which the citizens of this movement may meet nationally 24 hours a day seven days a week.
In the first decade of the 3rd millennium, and for the first time in history, the internet has offered the possibility that this can be achieved. The barriers of time and space are overcome and it seems possible that peoples of diverse tongue and culture may be able to be united under a freedom banner. Throughout history there have been attempts to create just societies under constitutional rule. The goals annunciated in the Constitution of the United States of America 1783, are one example but there are others, such as Argentina in 1949 under Juan Peron, Italy with the Carta del Lavaro and Fifth Republic Constitution of France. These all serve as practical models the best features of which should be revived for the peoples of the world.
First of all, it is to be understood that the Second Republic movement has been conceived as a means of reconstituting the sovereignty of individual nations literally on the internet. Never before in history has this been possible. In the past peoples of like mind, with differing aspirations to the powers that be, have always had to assemble physically in one location. That action alone has historically been grounds for suspicion of sedition and rebellion among reactionary governments and they have not been hesitant to use police powers to crush such assemblies no matter how peaceful their intent.
That said, there should be no doubt for the readers, that the ultimate intent of the Second Republic is to unite peoples of all nations under the freedom principles that are enumerated in the Five Pillars of the Second Republic authored by Adrian Salbuchi of Argentina. These aspirations are considered to be unalienable to the rights of man and therefore are presented unashamedly as goals of the movement. Should the Second Republic grow and reach a point of critical mass amongst the peoples of the world, there is no doubt that the movement will manifest itself at the political level in each nation. National movements among Second Republic citizens, given sufficient support among the electorate, could well be elected as members of existing national assemblies.
That said the Second Republic movement has an international goal– that of uniting people in the world in defense against the NWO. We trust that the goals and aspirations of the NWO will become a catalyst for all freedom loving peoples to lay aside differences and unite to preserve their national freedoms and rights to peaceful self determination.
What the United Nations has failed to do because of its clandestine support of NWO goals at the diplomatic level, the Second Republic movement aspires to achieve at the grass roots level.
The goals of this paper are not to reiterate or declare the tenets or principles of the Second Republic but merely to hypothesize the means of union that are achievable through computer programming and the use of the internet. To begin with, the individual , voluntarily applying for Second Republic citizenship, is the means whereby the Second Republic will acquire citizens. Their personal identification is not a necessary prerequisite provided an E-mail address is given and the IP address of the computer is detectable. This is necessary because polling or voting software will require an internet identity as the means to make secure voting possible and defensible.
This paper then is not an effort then to sum the technical detail that is inherent to the subject. Suffice to say the programming although very complex, will be achievable. For the purposes of this paper, the technical level description has been deliberately left to those in the programming world. However, the ability to identify a citizen, protect his identity and to poll or vote without fraud on the internet is a confident end result.
Right away the reader will detect that citizenship initially, will be determined by virtue of sufficient wealth and education to possess a computer. There is no apology for this as the Second Republic’s goals could not be achieved without the internet medium. However an expansion of the franchise to those who are not so equipped has not been overlooked.
What about different nationalities and languages? The goals of the Second Republic obviously apply as stated earlier to the Brotherhood of Man – all Nations. Therefore a Second Republic citizen is both Nationalist and an Internationalist at the same time. Unlike the goals of the predator collectivists who busy themselves fomenting envy and strife between peoples, the goals of the Second Republic would strive to respect cultural differences and erase partisan walls, thereby uniting peoples in a spirit of harmony and cooperation.
Brave words you say, but there has never been greater motivation to do so nor has there been the means to educate accordingly. First, we must assume that reasonable peoples do not harbor ambitions of plunder against their neighbors . That said , it is also important to say that reasonable people understand the need for defense and must do the utmost to protect their personal sovereignty and legitimate private and public assets.
A citizen of the Second Republic in Iran need not listen to the world media such as CNN in order to relate to his Second Republic counterpart in the USA. The means of education and participation are direct through the Second Republic’s international web tools.
Principle Features
The principle features of the software essentially make a secure web site into a 24/7 Internet Meeting and Statistics Data Base. Individuals become Citizens of the Second Republic by subscribing to the Mission Statement, The Sovereignty Principles and the Five Pillars. It is hoped that the voluntary assent to these documents will subsequently govern the individuals conduct and idealism and on that basis every registration is granted citizen status in “good faith”.
The Parliament or Legislature is the heart and soul of the political process and therefore the Second Republic democratic machinery for any individual country would follow suit. The S/R Citizen now requires a User Name and Password plus some letter/number confirmation in order to log into a site protected by the highest level of internet security. The registration process does not pretend to protect against those that are insincere in their registration. The ultimate protection against those that would deceitfully infiltrate and sow discord is what they say and what they advocate. This is why agreement with the 5 Pillars, the Sovereign Principles and the Mission Statement are so important because a commitment to the truths of these documents ensures that policy advocated contrary to these principles may be identified and judged by the hearers. In that sense, these three documents become Constitutional protection against those that would infiltrate and undermine the goals of the Second Republic Project.
Following Login the citizen would have opportunity to update their profile, which may contain as much information as they wish to leave. This profile format is potentially for leaders who of necessity must be willing to validate their person and identity. This declaration although harboring some personal risk to the individual, will be necessary in order to be able to gather the required support and credibility for public leadership and eventually for political leadership in their respective countries. Ultimately no one can aspire to public leadership from an anonymous electronic closet.
The internet page that follows the Profile Page is the entry to one of two citizen chambers. The provincial or territorial legislature is where the citizen has declared his political riding to be. The Parliamentary chamber is where elected members from the provinces or territories gather to consider issues that have been approved as Platform by the citizens of the provincial or territorial chambers.
Legislative Process
The Provincial Internet Legislature is a sophisticated meeting place where all citizens may come together 24 hours a day seven days a week in order to present initiatives for debate and passage
For the sake of illustration, let’s follow an initiative from the computer keyboard through to the provincial platform. On deciding to present a NEW Initiative, a standard format is used that permits any citizen to advance an idea that will enter the software under a specific title as the sole means of identification. The second step is the submission of a 500 word prose description that is a concise definition of the initiative. The third step is the uploading of supporting documentation.
The provincial Moderator, an elected official much like a parliamentary speaker, is charged with the responsibility of ensuring that the initiative fits within the framework of the Second Republic Constitution and that it does not repeat or encroach on existing Platform Initiatives that have already been adopted. In this case the Citizen Initiative is reviewed further for clarity and completeness. When it meets the standard, it is reviewed with the author for agreement and posted as an initiative ready for debate. During the debate the Moderator will function in a supervisory role periodically screening postings by others for repetitious comment and amendments and also removing such content from the record of proceedings that is deemed offensive.
Finally after reviewing the initiative, two other citizens are required to second the motion and endorse it as worthy of debate.
Now it is every citizens’ turn.
Note that no decision to support or reject the initiative is required at this level. The exercise is to encourage debate and by so doing, to see if the initiative undergoes the clarification and modification needed to achieve a broad base of support. Because this is a computer based legislative assembly, involving everyone, programming can ascertain the level of participation relative to the total number of citizens in the province. The software changes the percentage participation as the citizens open the initiative to leave commentary. The percentage counter must reach 60% of the Citizens in order to qualify for a vote. In this case, it took six weeks for the percentage counter to rise to 60% as more than 60,000 of the 100,000 provincial citizens did go to the site, logged in and left comment on the Initiative.
This debating system encourages pro-activity by the authors of Initiatives, for it is the percentage exposure that prompts the programming to call for a vote. For several weeks the author notes that the percentage counter is climbing slowly from 10 thru 20%. He answers many posts or refers them to previous answers where there is duplication. He is inclined to be proactive and therefore he decides to canvas his personal list of contacts who are citizens asking them to view his initiative and form a consenting opinion. In this case the author also uses the initiative as a means of recruiting friends and relatives to citizenship in the Second Republic urging that they join the movement for, as he points out, “ I am demonstrating the accessibility of the Second Republic’s democratic machinery to people everywhere”. The percentage participation counter leaps ahead. The author gamely answers criticism online one after another with solid reasoning.
The participation percentage counter moves through 41% now as citizens make their views known pro and con.
Note that the site will automatically caution members to consider their answer carefully because a submission will not be withdrawn unless it is ruled discordant or abusive. Repeated submissions from the same IP address are possible as it is expected that spirited debate will move citizens from their initial positions. Therefore multiple entries cannot be used as a method to fill the record with the same bias. Others may easily track the movement of an individual’s position as all submissions are preserved unchanged as a matter of record. Therefore reasoned submissions carefully researched and written are the best plan and ultimately have the best chance of moving others who are monitoring the debate.
At certain points, the Moderator carefully analyzes the submissions and summarizes them so that Citizens coming new to the debate may find their point of view has already been expressed. Their agreement to an already stated position will be noted in a pull down that recognizes their participation. Note that their participation is the key to the future vote and it is recorded amending the percentage participation and adding to the statistical record.
As the weeks go on the author may be persuaded by the debate to amend his initial submission and this is acceptable provided the changes are a matter of form or amended application rather than a fundamental change. After all the reason for debate is to expose either the wisdom or the fallacy in the original initiative .
After six weeks, the percentage counter registers that 62% of the citizens have participated in the debate. The substance of the debates has been faithfully summarized by the Moderator and now as the milestone is surpassed , the programming automatically schedules the vote two weeks in the future.
This does not mean that debate cannot continue. It does, and by the eve of the vote, 76% of the citizens have participated. The Debate is frozen 24 hours in advance of the start of voting, and no more commentary is accepted .
The Moderator FRAMES the questions for the vote relying heavily on the original submission of the Member and any relevant amendments that may have been generated by the debate. The vote is carried out over a two week period. During that period everyone can read and re-read the debates and then consider the questions. Voting on an initiative does not take place on any one day. It spans a two week period. This allows text messages and e-mails to citizens who for one reason or another have not seen the initiative debated or the questions to be voted on.
The vote takes place online and when the results are published at the end of the voting period, everyone may see the statistics.
When the votes are counted and the Initiative has been voted in the Affirmative , it joins the Platform. The Platform is merely a collection of citizen initiatives that have passed with better than 50 % majority.
Should a successful Citizen Initiative be deemed unworkable or inappropriate, it may become the subject of Recall. Recall is a process whereby any Citizen may declare that there are good reasons why a Citizen Initiative which is now a Plank in the Platform should be recalled. In his or her opinion, the Plank, when implemented obviously does not work or fundamental flaws in its design have been identified or maybe something else- no matter. Every citizen has the right to initiate a recall. In the Recall submission the reason for Recall must be clearly stated. Following a review by the Moderator for content and clarity, the Recall Initiative is posted and all Citizens may now agree or disagree. No debate is permitted for the purpose of the Recall Initiative is to determine whether there is sufficient support to reopen the matter and formally debate it again.
If, in a 90 day period, 75 % of the Citizens vote that the Initiative should be recalled, then the Citizen who framed it originally is invited to reframe the Initiative and submit it again, or failing that, someone who feels that it can be successfully amended does so. If no such persons emerge to defend the Plank then the recall debate can proceed and obviously because of the 75% support, the Plank will be certain to be recalled and cancelled. The rest is standard to the regular Debate process and voting procedure.
Recall can also be achieved (de facto) by a new Member Initiative which contains a proposal that if approved, would render a plank redundant or inoperative. The citizen must clearly identify in the proposal that such collateral effects will occur so that the membership will know this during the debate.
The Recall process then is to save legislative time by controlling unilateral random campaigning to undo Initiatives that have already passed through the process successfully.
Provincial Representatives
The Second Republic electoral system would duplicate the representation in the federal ridings. The Province of Alberta has 28 federal seats in Parliament and therefore the Second Republic representatives would also be 28 representatives, one from each riding and elected by the citizens of the Second Republic who reside in that province. Every 2 years elections would be held to determine who from the Second Republic citizenship in each province will be elected to participate in an upper house called the Second Republic Parliament
The same programming that made Platform Initiatives possible would be used to elect these provincial and territorial representatives. The goal of course is to elect a full slate of candidates from the citizens at the provincial level so that all ridings are represented in the Second Republic Parliament.
Election Scenario
It is certain that the “cut and thrust” of debate to establish Platform Initiatives at the provincial level is going to identify those with talents, aptitude for the Second Republic Parliament. Therefore when the election is called by incumbent Second Republic Parliament, any citizen resident in a riding may contest the seat .
Names and addresses would be submitted to the Moderator as well as proof of residency and citizenship and candidates would be formally recognized. Written campaign speeches would be posted in a prescribed format that would be made available for elections. Real time assemblies of Second Republic citizens in each riding would be encouraged as well as SKYPE meetings in order for Citizens to get to know the declared candidates.
It would obviously be in the interest of all candidates to know the e-mail addresses of citizens who have permitted that option on their privacy settings. The provincial Moderator who doubles at this time as the election scrutineer, would have access to all e-mails and would also prudently ensure that all citizens were aware of the election campaign and the voting dates. A similar time frame to the national federal campaign would ensue and the election would then be slated to occur over a 2 week period.
At the close of the two week voting period the results of the voting would be tabulated and posted on the website for all to see.
Second Republic Parliament
Following the election the successful candidates from all the ridings would now assemble in the Second Republic Parliament . They would choose a Speaker from the previous parliament as Moderator and convene 24/7. That does not mean that they are required all the time- merely that the doors to the internet chamber are always open. One by one, the Speaker would retable the Platform Initiatives that have been accepted at the provincial and territorial level. In this manner, the Parliament fulfills the role of “sober second thought” on all the Planks in the Platform.
The same protocol and electoral machinery would obviously be in use.
At the same time, these elected members would not be excluded from debate of new Initiatives that may be proceeding through their Provincial Internet Legislatures. Both bodies would operate simultaneously.
The purpose then of the Second Republic Parliament is to:
(1) Adopt a division of powers between the provinces and the Federal government. In these matters, the provincial representatives elected are acting as members of a Constituent Assembly for the purpose of establishing a Constitution;
(2) Refine, perfect and coordinate the Platform Initiatives from the provinces that pertain to national matters ;
(3) approve or disapprove national funding from the National Bank for Platform Initiatives that apply strictly to provincial matters;
(4) Shadow the of fiscal spending and tax policies of the existing federal government and publish real time alternatives using Second Republic Monetary Policy;
(5) Bring forth new initiatives pertaining to all federal matters determined in (1) .
Should the world turn in such a manner that the imaginations of the population are fired by the creativity and courage of country’s Second Republic Movement, it is not beyond the realm of possibility that a majority of Citizens could place their political loyalties with the movement in a visible Federal Election. The results of such an election could be easily predicted by the statistics already generated by the Second Republic Citizens who have already declared their active interest and loyalty.
